About Us
Vikus Water was founded by Trey Arnett in 2007 and known as Arnett Environmental until 2022. Located in The Villages, Florida, the firm specializes in utility system planning, operations and management.
We are a rapidly-growing team making a big impact on the nation's largest single-site residential community. We work at the cutting edge of developing new and sustainable utility systems and water resources to better our community.

John (Trey) Arnett, III, P.E.
President
For over 26 years, Mr. Arnett has been the primary Water Resource and Utility Engineer for The Villages® Community. His areas of expertise involve utility system planning, utility operations management, water resource development and permitting, and water resource management. He has been integral to the implementation of the design-build procurement process for The Villages® Community water and wastewater plants over the last three decades. Mr. Arnett holds Bachelor of Science and Master of Engineering degrees in Environmental Engineering from the University of Florida.
Brian Foulkes, P.E.
Vice President
Mr. Foulkes is a Professional Engineer with a specialty in providing client-focused and results-oriented consulting. He holds experience with a comprehensive spectrum of projects since 2001. He has extensive experience in all facets of utility systems including creation, master planning, design, permitting and operation of water, wastewater, reuse and storm water capture irrigation systems.
Ryan Schoel
Vice President
Mr. Schoel is a Vice President at Vikus Water. Since 2003, he has overseen water resource management, water use permitting & compliance, and utility systems operations. He specializes in responsible management of The Villages® Community water use, balancing the needs of the community with the availability of this invaluable resource. Mr. Schoel utilizes his expertise to assist the community in the development, permitting & implementation of alternative water resources and design & construction of non-potable utility systems.
Jamie Padgett
Vice President
Mrs. Padgett has worked for Vikus Water in water resource management, water conservation program development and implementation, and utility operations and management for twenty years. She has played a major role in the acquisition and management of water use permits, and has been integral to the development and implementation of the water conservation program for The Villages® Community. She is currently pursuing her Bachelor of Science in Geology at the University of Florida.
Mike Saxton, P.E., PMP, CFM
Vice President
Mr. Saxton's primary focus is water resources and environmental services infrastructure. He holds a Bachelor of Science in Civil Engineering from the University of Central Florida and a Master of Engineering in Environmental Engineering from the University of Florida. Since 2004, he has been designing, managing, and leading teams of engineers for projects involving water supply, water and waste water treatment, water resources infrastructure, civil and site design, and hydrology.
